A mystery!

I was in traffic last Friday, stopped at a red light in front of the Antlers Hotel, when I noticed this photo shoot in progress. I managed to get a decent photo before the light turned green. I am completely mystified! What is going on in this picture? The subject is barefoot (lucky for him it was very warm that day), wearing a blue hoodie, khaki pants with some sort of lacing around the calves of his legs, and a white wig. He's holding what looks like a large shepherd's crook. There was also a woman in an even weirder costume, but I didn't get a picture of her. The best I can figure is that they were doing some kind of cosplay thing, but I don't recognize the characters -- admittedly, I'm not terribly hip to the cosplay world. Maybe you can tell me!
