I took pictures of several buildings downtown for yesterday's Theme Day post, so I might as well use all of them! This is the Terry J. Harris building on South Tejon, across the street from the Pioneers Museum (which you can see reflected in the glass). Completed in 2006, it's basically an addition to the existing County Courthouse. I believe the building was named after former county commissioner and county administrator Terry Harris, but don't quote me on that. I couldn't find anything to confirm my guess but it seems the most obvious answer.

The Harris Building
